REPORT ON PROCEEDINGS UNDER THE WORLD ANTI-DOPING CODEAND THE USADA PROTOCOL REASONED DECISION OF THE UNITED STATES ANTI-DOPING AGENCY ONDISQUALIFICATION AND INELIGIBILITY On August 24, 2012, the United States Anti-Doping Agency (USADA) announced it hadimposed a sanction of lifetime ineligibility and disqualification of competitive results achievedsince August 1, 1998, on United States athlete Lance Armstrong. Mr. Armstrongs sanction wasannounced at that time by USADA because Mr. Armstrong had notified USADA that he wasrefusing to contest the evidence against him in a hearing before neutral arbitrators.Pursuant to Article 8.3 of the World Anti-Doping Code (the Code), after a sanction isannounced because the sanctioned party has failed to challenge the charges against the party, theAnti-Doping Organization with results management authority shall submit to the entities withappeal rights a reasoned decision explaining the action taken.
